The Effect of Lecturer Certification on The Increase of Scientific Publication in Universities in Indonesia
The Indonesian government has implemented a certification policy for lecturers since 2008. The lecturer certification policy aims to improve the performance of lecturers so that the goal of improving the quality of learning in higher education could be achieved. This study aims to analyze the impact of lecturer certification programs on lecturer performance by comparing the performance of lecturers who have certificates with their counterparts. This study uses both quantitative and qualitative methods. The quantitative approach uses Regression Discontinuity Design (RDD) and Difference in Difference (DID) models for secondary data analysis and descriptive analysis for online surveys. The qualitative approach uses descriptive thematic analysis for analyzing focus group discussion results. The study found that the provision of lecturer certification and professional allowances were related to improving the performance of lecturer publications, although still not optimal. To increase the impact of lecturer certification, recommendations include strengthening mechanisms for certified lecturers to understand required performance standards, and adding minimum achievement indicators in the Lecturer Performance Report (LKD) covering all aspects of Tri Dharma.
